It should be answer A.
The dependencies between teams cause that the single team is not able to deliver the working Increment. Besides in Scrum you work with PBIs, not with requirements.

It is not A because there must be no dependencies between the Product Backlog Items. Minimizing dependencies is something that should be done since the start, and the fact there are several Development teams has nothing to do with it.
