Both are performing well, but why is the System administrator seeing the same performance?

During implementation of an iSCSI PowerStore X, the System Administrator is setting up performance policies on externally connected VMFS volumes. They create three DataStores with a high, medium, and low performance policy.

Testing is showing that the VM on the low performance DataStore is running at roughly the same performance as the VM on the high performance DataStore.
