About answer (C)… EPGs group Endpoints to apply policies and control on the group. I cannot find any reference to EPGs for decoupling.
By using VTEP addresses for traffic forwarding, instead of the EndPoint IP, ACI separates the identity from the location. Kind of LISP. I would say (A) is correct
